The State Department has issued a final rule, effective Oct. 1, that adds Eritrea to its regulations on prohibited exports and sales to certain countries. On May 14 the department determined that Eritrea and five other countries are not cooperating fully with anti-terrorism efforts. As a result of this determination, the Arms Export Control Act prohibits the sale or licensing for export of defense articles and defense services to those countries effective Oct. 1.
