1. Proposed rule to amend the Export Administration Regulations (EAR) to establish a new license exception entitled "Intra-Company Transfer (ICT)."

2. Interim final rule to amend the EAR to make the treatment of encryption items more consistent with the treatment of other items subject to the EAR.
